PROCUREMENT ANNOUNCEMENT No. 1/2012 DATED 07.02.2012
In connection with the project entitled-: "Development of the Company SWEPOL POLSKA Sp. z o. o. by modernizing the production of titanium rings "(WND-RPLD.03.06.00-00-481/11) co-financed by the European Union through the European Regional Development Fund under the Regional Operational Program for the Łódź Region, 2007-2013, Priority III: Economy, innovation , entrepreneurship, activity III.6 Development of micro and small enterprises in accordance with "Rules for the procurement for applicants- /- beneficiaries implementing projects co-financed by the Regional Operational Program for the Łódź Region for 2007 - 2013, the company SWEPOL POLSKA Sp. z o. o. accedes to the selection procedure of the supplier of numerically controlled lathe (CNC).

2. Procurement procedure
a/ Evaluation of the submitted offers will be carried out within one business day counted from the day following the end of the proceedings, i.e. it will be completed on the 28.02.2012 at 15.00.
b / In the course of evaluation of offers, the Orderer may ask the Bidders in a written form to provide additional clarification concerning the form and content of the submitted bids. A Bidder shall provide the clarification in a written form.
c / Information on the results of the evaluation will be communicated after its completion individually to each Bidder who submitted a bid in the proceedings and it also will be posted on the website of the Orderer
d / The Orderer shall without undue delay, sign a contract with the Contractor selected in the proceedings.
e / The Orderer reserves the right to change or cancel the procurement procedure.
3. Description of the subject of the contract:
The contract covers installation and delivery to the company SWEPOL POLSKA Sp. z o. o. a brand new numerically controlled lathe (CNC). In addition, the subject of the contract also includes presentations of the operation of the machine and unassisted models creating. Numerically controlled lathe (CNC) must have minimum parameters as follows:-
- numerically controlled lathe (CNC), which produces in a minimum of 5-axes
- equipped with CAD- /- CAM software for unassisted designing of new models,
- equipped with a control system (software) type FANUC, along with a program to stimulate the production of rings
- electronically controlled via computer interface,
- compact dimensions (up to 200x 130 x 150cm)
- quick system for tools changing (along with a set for titanium and steel),
- a laser sensor for ring measurement to prevent damage to the tools,
- parameters of the spindle rotation speed of min. 50 000 rpm,
- should provide the possibility of production from ring-blanks/ tubes /bars with the length of 100cm,
- equipped with high pressure cooling system min. 0.4 bar.
The object of the contract must be delivered to the seat of the company SWEPOL POLSKA Sp. z o. o. no later than 30 days from the date of signing the contract.
4. Form and time of completing the procurement under the contract:
a / The Orderer determines that the settlement for the delivery will be made on the basis of the VAT invoice issued by the equipment vendor on the basis of a signed acceptance protocol.
5. Criteria for evaluation of the bid
a / This announcement of procurement will be considered in terms of the following criteria:
- Net price - 100% rank
6. The method of evaluation of the bids
a / The best bid will be the one deemed to meet the requirements and offering the lowest price.
b / If two or more bids in the proceedings will receive an equal number of points, the Orderer will give the contract to the Bidder who offered the lowest price.
c/ If the bid is presented in other currency than PLN, the Orderer will convert it into PLN using the NBP average exchange rate from the day of this announcement

7. Conditions for participation in the procedure, preparation and form of submitting the bid
a / Participation in the proceeding is open to any Bidder who has the capacity to deliver the subject of the contract in accordance with the terms of this announcement.
b / Bids must be made in writing according to the model attached as Appendix.
c / Technical specification of numerically controlled lathe (CNC) should be included in the offer.
d / The signed bid must be:
- sent via e-mail to alesniak@swepol.pl with a note: "The answer to the inquiry number 1/2012"
e / The time of submitting the bids is on the 24.02.2012. at 15.00
f / The time of submitting the bid is synonymous with the actual receipt of the documentation by the company SWEPOL POLSKA Sp. z o. o.
g / Bids will be opened in the office of SWEPOL POLSKA Sp. z o. o. on the first working day following the closing date for the receipt of the bids, i.e. on the 27.02.2012
h / In matters not covered in this announcement, the relevant provisions of the Civil Code are implemented.
8. The way of informing the Bidders of the proceedings
a / Full details of the proceedings contained in this announcement are available to the public at the company’s seat SWEPOL POLSKA Sp. z o. o. and on the Orderer’s website.
b / The Orderer reserves the right to send this inquiry to potential Bidders, selected at its discretion, asking them to consider the possibility to participate and submit a bid to the proceedings.
